You think 4mm pcb strips are the narrow strips with built-in pixel strips? we developed with only 3mm flexible pcb strip with pixels. It is drived with dc5v, 150leds/m,black pcb. Each led can be programmable and cuttable. 

Apa102 2020 3mm pixel rgb led strips is with 4Pin cables, DC5V,DATA,CLK and GND. Because extra narraw pcb so we design front side with DATA and CLK, backside with DC5V+ ,5V-. When you need to cut leds, please notice the solder pads on both sides.
